One question, and what would settle it.
How did the Samaritan letterforms develop between the latest Paleo-Hebrew epigraphy and the earliest surviving Samaritan manuscripts?
Why it is open. The continuity between Paleo-Hebrew and the Samaritan script is not in doubt, but the intervening centuries are thinly attested, so the stages by which the monumental Iron Age forms became the manuscript hand the community writes today are known only in outline.
What would resolve it. Dated Samaritan inscriptions or manuscript fragments from the intervening period, of the kind the Mount Gerizim excavations produced for the earlier end of the sequence.
