Royal Commission of Inquiry into Abuse in Care (New Zealand)

Royal Commission of Inquiry into Abuse in Care

New Zealand's Royal Commission of Inquiry into Abuse in Care, established in 2018 to investigate the abuse and neglect of children, young people and adults in both State and faith-based institutions between 1950 and 1999. Its final report, titled Whanaketia, ran to 16 volumes and was presented to Parliament on 24 July 2024 after five years of investigation, private sessions and public hearings. The Commission found that as many as 42 percent of those in faith-based care, across all denominations examined, were abused, and its wider, combined estimate put between 113,000 and 253,000 people abused or neglected across State and faith-based care together over the inquiry period, a figure covering both sectors rather than isolating a faith-based-only total.

Facts
Documented Findings
Key Finding
The Commission found that as many as 42 percent of those in faith-based care, across all the denominations it examined, were abused, one of the highest rates recorded by any inquiry of this kind worldwide. 2
Key Finding
The report's combined estimate, between 113,000 and 253,000 people abused or neglected across State and faith-based care together from 1950 to 1999, is a total for both sectors; the report does not itself isolate a single faith-based-only figure within that range, so this atlas does not record a separate victim-estimate for the faith-based share alone. 1
