Charubel's image for this degree is a man inspecting horses, and the profession implied is the meaning. Horse inspection is a discipline with a syllabus: teeth for age, legs for soundness, wind for stamina, temperament under the hand, gait walked and trotted out. It cannot be done from a distance and it cannot be done sentimentally, because a beautiful horse can be unsound and a plain one honest, and the buyer who chooses by gloss pays for it a mile down the road.

Read against the eleventh degree of Capricorn the picture praises the faculty of practical appraisal, the trained eye that assesses power before committing to it, and it quietly widens past the stable, since the horses of a life are its engines and partnerships, the job, the alliance, the investment, the talent, each presented groomed and each needing its mouth looked at.

The inspector's virtues are Capricorn's: patience, method, memory of past lameness, refusal to be hurried by the seller. His risk is also the sign's, and the image contains it, for the man in the picture only inspects. Nothing says he ever buys, and appraisal prolonged past decision becomes a way of never riding anywhere. There is also the horse's side, worth a sentence: to be inspected is not to be loved, and people managed purely as horsepower eventually know it. On a natal Mercury or Saturn this degree tends to mark shrewd assessors of strength, recruiters, backers, chiefs of staff, and its counsel completes the trade: inspect thoroughly, then choose, pay, and trust the animal you chose.
