A powerful statesman brings a state of political hysteria back under control, one figure absorbing and resolving a crisis that had, until his intervention, belonged to the whole collective rather than to any single person. Venus still rules the decan and the term both. Wheeler's image, from the 1925 Balboa Park session, is read here through Rudhyar's 1973 language, a reading that treats the statesman less as an individual actor than as a vessel a frightened public has, in effect, poured its own need for calm into.

The shadow is real and close to the surface of any such image: a collective that hands its stability to one figure has also made itself dependent on that figure remaining capable, trustworthy, and present, a fragile arrangement dressed up as strength. Virgo's talent for bringing order out of chaos through careful, competent attention finds a large, public-scale expression here, though the sign's own instinct usually favors distributed, ongoing maintenance over rescue concentrated in a single dramatic figure.
