The 1969 Ahmedabad Riots and Independent India's First Major Communal Violence

Violence broke out in Ahmedabad in September 1969 after a minor altercation near a Muslim shrine escalated amid rumors and existing communal tension, the first major instance of large-scale communal violence in India after independence. It spread through the city's mixed neighborhoods over roughly a week, from 18 to 25 September, with further outbreaks elsewhere in Gujarat, and the Gujarat government's own Reddy Commission of Inquiry, chaired by Justice P. Jaganmohan Reddy, later found that pamphlets and rumors circulated by Hindu nationalist organizations, including groups affiliated with the Hindu Dharma Raksha Samiti, helped organize and direct the violence against the city's Muslim minority.

The Reddy Commission documented widespread police failure and, in places, complicity, and its recommended administrative and police reforms were only partially implemented. Kumar's later study situates the riots as the opening event of a recurring pattern of communal violence in Ahmedabad that continued through the following decades, including the 2002 Gujarat violence, and as a formative moment in the city's segregated Hindu and Muslim residential geography.
