The Liberhan Commission of Inquiry took nearly seventeen years of hearings before reporting to India's Parliament in June 2009, and its findings, after that long delay, found the Uttar Pradesh state government and named leaders of the Vishva Hindu Parishad and Bharatiya Janata Party responsible for the mobilization and for failing to honor assurances given to India's Supreme Court that the mosque structure would be protected. Chief Minister Kalyan Singh's state government had given those assurances directly to the Court before the demolition took place.

The Commission's findings were themselves publicly contested by some of the individuals it named, and a separate criminal trial acquitted every remaining accused in 2020, a result that left the Commission's identification of responsibility standing without a matching criminal conviction. No international body has made a crimes against humanity determination on the nationwide riots that followed the demolition, in cities across India including Bombay, Delhi, Ahmedabad, Kanpur and Surat, where Muslim communities and property bore the heaviest losses alongside Hindu victims in cities where retaliatory violence also occurred. The 2019 Supreme Court land title ruling in the accused's favor settled the underlying property dispute without addressing the demolition's legality, leaving the Liberhan Commission's findings on responsibility as the closest the episode has to an official reckoning.
