Hizb 18 closes Al-Araf with two of its most philosophically discussed passages: the description of a primordial covenant, in which all of Adam's descendants are said to have affirmed God's lordship before their own birth into the world, and the parable of a person given signs of guidance who nonetheless clings to the world like a dog that pants whether driven away or left alone, read traditionally as a warning against knowledge abandoned for worldly attachment. The sura closes by naming the beautiful names of God and urging remembrance of him in every state.

The hizb then opens Al-Anfal, revealed in connection with the Battle of Badr, the first major armed encounter between the young Muslim community and its Meccan opponents. It sets out how the spoils of that battle are to be handled, describes the believers' hearts trembling at the mention of God even amid the danger of the fighting, and recounts angels sent in support of the outnumbered Muslim side.

The hizb closes with encouragement to remain steadfast despite being heavily outnumbered and a warning against fleeing the field except as a recognized tactic of war, framing the victory at Badr throughout as evidence of divine support for a materially weaker force.
