The International Holocaust Remembrance Alliance is an intergovernmental organization founded in 1998 at the initiative of former Swedish prime minister Goran Persson, who invited United States president Bill Clinton and British prime minister Tony Blair to join the effort from its earliest days, giving a Swedish national initiative an international character almost immediately. It grew out of the 2000 Stockholm International Forum on the Holocaust, whose closing Stockholm Declaration remains the alliance's founding document to this day, cited by member governments as the statement their commitments trace back to.

Member governments coordinate Holocaust education, research and remembrance policy across the alliance, work that began under the name Task Force for International Cooperation on Holocaust Education, Remembrance and Research before the organization adopted its present, shorter name. Persson's original 1998 initiative, launched with the broader international backing Clinton and Blair's early involvement gave it, remains the founding act the alliance and its member governments still trace their mandate back to today, more than two decades and dozens of member countries later.
