The state ended its old system of paying salaries directly to clergy of recognized religions in 2015, replacing it with a convention model under which six recognized faith communities, Catholic, Protestant, Jewish, Orthodox, Anglican and Muslim, negotiate a fixed annual block grant from the government in exchange for teaching an ethics or values curriculum in public schools and managing their own internal affairs. No blasphemy offense exists in Luxembourg law; general hate-speech and discrimination provisions cover religion as a protected characteristic instead.

Luxembourg's constitution guarantees freedom of religion and conscience to every resident while preserving this negotiated funding relationship with a defined list of recognized communities, a middle path between full separation of church and state and the confessional establishment its Catholic history might otherwise suggest, and one that has let the state widen its recognized list to include Muslim and Orthodox communities without abandoning the negotiated-grant structure Catholicism originally set the template for.
