Majlis Agama Islam Selangor (MAIS) is the State Islamic Religious Council for Selangor, Malaysia, established under the Administration of the Religion of Islam (State of Selangor) Enactment. Under the separate Wakaf Enactment (Selangor) 1999, MAIS holds sole-trustee title over every piece of waqf land in the state, a legal position that makes it, on paper, the single owner of record for all of Selangor's religious endowment property.
Holding title and administering land day to day are not the same task, and MAIS delegated the second in 2011 to a dedicated body, Perbadanan Wakaf Selangor, while keeping sole-trustee title for itself. That split, title with MAIS and daily administration with Perbadanan Wakaf Selangor, has held since 2011 and remains the structure in place today.
Malaysia has no single national account of its waqf wealth: administration is organized state by state, each with its own religious council and its own waqf enactment, so MAIS and Selangor's arrangement described here says nothing directly about the other twelve states and the federal territories, each of which runs its own separate system.
