The Portuguese Independent Commission and a Floor of 4,815 Victims

Portugal's Catholic Church commissioned its own reckoning later than most of its European neighbors. In late 2021, the Portuguese Bishops' Conference asked child psychiatrist Pedro Strecht to chair an independent commission, deliberately structured to operate outside the bishops' own authority once its work began, to examine abuse in the church going back to 1950.

Over the following year the commission received 564 testimonies from alleged victims, working from January to October 2022, and validated 512 of them against corroborating evidence. That alone would have made the Portuguese inquiry one of the larger European accountings. But the commission went a step further: cross-referencing the validated testimonies against other known cases and institutional records, it concluded that the true number of victims across the seventy year period was at minimum 4,815, a figure its own final report, released in February 2023, is explicit in calling a floor rather than a ceiling.

The report's other finding was about what happened to that evidence afterward. Seventy seven percent of the perpetrators it identified were priests, and the commission concluded the church hierarchy had systematically concealed abuse rather than reported it. Of every case the commission examined, only 25 had been passed on to public prosecutors; most of the rest had already aged out of Portugal's statute of limitations by the time anyone outside the church learned of them.
