The constitution, rewritten in 2015 to allow President Denis Sassou Nguesso, in power for all but five years since 1979, to extend his rule, declares Congo a secular state and separates religious and political institutions. Sassou Nguesso's government has nonetheless long used religious leaders, most visibly Catholic bishops, as mediators in the periodic civil conflicts that have marked the country since independence, a role the formally secular constitution does not describe but the government has repeatedly leaned on in practice.

Religious associations register with the Ministry of the Interior, which, since a wave of security concerns tied to militant movements elsewhere in Africa, has scrutinized new and foreign-linked religious groups more closely than the well-established Catholic and mainline Protestant churches. The pattern is consistent: formal secularism on the page, selective reliance on established churches as political intermediaries, and closer state watchfulness reserved for whatever is newest and least familiar.
