The Sarbat Khalsa's own standing entry on this atlas names a question that never fully settles: who has standing to summon one today, and whether a gathering convened outside the Shiromani Gurdwara Parbandhak Committee's own process speaks for the whole community or only for whoever showed up. The 1986 assembly is the sharpest modern instance of that question, because it did not stay theoretical. The Shiromani Akali Dal, the mainstream party most closely tied to the SGPC's own institutional structure, refused to recognize the January gathering's authority and convened its own rival meeting at Anandpur Sahib the same year, in effect answering the legitimacy question by holding a competing assembly rather than contesting the first one's procedure directly.

The Panthic Committee the January assembly created went on, in April, to issue a Declaration of Khalistan, though accounts differ on whether that declaration was itself passed as a gurmata of the January Sarbat Khalsa or issued separately by the committee afterward, a distinction that matters because a gurmata claims the sanction of the gathered Khalsa before the Guru Granth Sahib in a way a committee's own later statement does not. What is not contested is the effect: two gatherings that year, both claiming to speak for the panth, produced two incompatible answers to who actually did, a division the wider Sikh community has never fully resolved.
