Why the List Stops Where It Does

The claim that doctrine was completed at Nicaea II in 787 is not simply a historical accident of which councils happened to be called; it reflects a settled Orthodox conviction about what an ecumenical council is and is not for. An ecumenical council, in Orthodox understanding, does not invent new doctrine but articulates, against a specific challenge, what the church has always believed, so that once the essential questions about the Trinity, the person of Christ and the veneration of images had each been addressed and settled, the work a council of that rank exists to do was, in principle, complete. This is part of why Eastern Orthodoxy and the churches of Oriental Orthodoxy remain divided: Oriental Orthodox churches accept only the first three of these seven, having broken communion at Chalcedon in 451 over its Christological formula, so a council Eastern Orthodoxy treats as foundational is, for Oriental Orthodoxy, one it never ratified. Rome, for its part, continued holding general councils long after 787 and today counts twenty-one as ecumenical, a divergence that marks one of the clearest structural differences between Eastern Orthodox and Roman Catholic accounts of church authority. The number seven is therefore not a count of history's ecumenical gatherings so much as Orthodoxy's own claim about where the church's foundational teaching was completed.
