Religious Registration and State Control Under the Turkmen Government

Turkmenistan's constitution declares the country secular and formally protects freedom of religion, but every religious organization must register with the Ministry of Justice through a process requiring the concurrence of numerous state agencies, and each individual congregation of an already-registered organization must separately complete the same process before it may meet lawfully. The requirement is opaque in practice, and religious freedom monitors have documented it leaving minority communities, including Protestants, Jehovah's Witnesses and Hare Krishna devotees, largely unable to operate at all.

The United States has designated Turkmenistan a Country of Particular Concern for religious freedom every year since 2014, one of the longest-running such designations in the region. The registration regime sits alongside broader restrictions tied to the personality cults of Turkmenistan's post-independence presidents, whose own portraits, writings and public rituals have at points been promoted with a fervor religious minorities describe as competing directly with their own practice for the same civic space.
