The Wheel is one of the harder cards to use well, because its plain sense, things change, and not because of you, is not what most querents are asking for.

The standard reading is a turning point, a change of luck, the arrival of something that was not chosen, and the movement of a situation out of the querent's control. Where readers disagree is on direction. Some treat the card as favourable by default, on the Jupiter attribution and on the observation that a wheel at the bottom can only go up. Others treat it as neutral by definition, on the grounds that a wheel which only ever rose would not be a wheel. The second position is closer to the medieval image and, in practice, more useful.

A third reading, common among readers who work with the Major Arcana as a sequence, treats this card as the point at which the querent's own agency drops out and something structural takes over. That gives it a specific job in a spread: it marks the part of the situation that will not respond to effort.

Reversals here are contested even by the standards of the debate. Waite gives an increase, abundance and superfluity for the reversed card, which is not the simple negation most modern books assume, and readers who take reversed cards as "the opposite" will get this one badly wrong if they consult him. Marseille-derived practice does not turn the card at all and reads the whole range from position. On a card about a wheel, the question of which way up it is may be the least meaningful question available.
