Scholars who have studied the texts note that the vocabulary is recognisably drawn from Buddhist and Daoist sources, karma and virtue, cultivation and attachment, the wheel as an image, while the teaching itself claims to be neither, presenting the three characters as a universal standard prior to any school that has described a part of it. Falun Gong was banned in China in 1999 and has been the subject of a sustained campaign there since. Practitioners describe systematic persecution; the Chinese authorities characterise the movement in quite different terms. The atlas records that the two accounts conflict and does not adjudicate between them, which is the honest position given what can be independently verified. The consequence for the doctrine is that forbearance stopped being an abstract virtue. Outside China the movement has built media and performing arts organisations that present the three principles to general audiences, and inside the teaching the endurance of hostility is understood in cultivation terms rather than only political ones.
