Congregational polity holds that Christ governs each local church directly through its own gathered membership, so no bishop, presbytery, synod or other body outside the congregation has binding authority over it. From Separatism to Self-Government

Congregational polity grew out of a specific complaint against the Church of England: that a national church governed by bishops answerable to the crown could not be the New Testament church, which the Separatists of the late sixteenth century read as a network of independent local assemblies, each one complete in itself under Christ. Robert Browne set out the position in print in 1582, arguing that a true church needed no bishop's permission to exist and no synod's permission to act, only a covenant among its own believing members.

The English Baptist congregations that formed in Amsterdam and London in the early 1600s inherited this conviction along with their doctrine of believer's baptism, and the two fit naturally together: a church made up only of professing, baptized adults was already, by definition, a gathered rather than an inherited membership, and a gathered membership was well suited to governing itself. Congregationalist churches proper, a separate but related tradition, carried the same principle of local self-government into New England in the 1620s and 1630s, most famously at Plymouth and the Massachusetts Bay Colony.

Both movements insisted that association among congregations, however valuable for fellowship or mission, must remain voluntary, since any body with binding authority over a local church would recreate the very hierarchy the Separatists had left.

How a Congregational Church Governs Itself

In a congregational church, final authority under Christ rests with the gathered membership itself, ordinarily exercised at a members' meeting that calls and can dismiss its own pastor, admits and disciplines its own members, approves its own budget, and holds its own property, often through a locally elected board of deacons or trustees rather than through any outside body. No bishop assigns the minister, no presbytery reviews the congregation's decisions, and no synod can overrule a vote taken by the members themselves.

This does not mean isolation. Congregational churches routinely join voluntary associations, conventions or fellowships, the Baptist conventions being the clearest example, to cooperate on missions, seminaries, publishing and disaster relief, and these bodies can and do withdraw fellowship from a congregation whose belief or conduct they judge to have broken faith with the group. But withdrawing fellowship is the limit of the association's power: it can decline to associate, never command.

The tradeoff is real and openly debated within congregationalist churches themselves. The system protects local independence and rapid, direct accountability to the gathered members, at the cost of the coordinated discipline, shared resources and doctrinal uniformity that a connectional system, whether episcopal or presbyterian, can provide across many congregations at once.
