Where was Bilge Khagan born?

Open Question

The Orkhon inscriptions and Chinese Tang era records document his genealogy, birth name, year of birth and campaigns in detail, but no surviving text ties his birth to a place; a nomadic steppe khaganate kept no fixed birth records tied to a settlement.

What would resolve this A steppe or Chinese record naming a specific birth site, which the Orkhon inscriptions and Tang annals alike do not supply.
