The Doreen Valiente Foundation was established in 2011 by John Belham-Payne, Doreen Valiente's friend and literary executor, to hold the literary estate and magical collection of the English Wiccan priestess and writer who worked with Gerald Gardner in the 1950s and helped shape much of the liturgy used across Wicca today. Valiente's most influential single contribution is her 1957 prose revision of the Charge of the Goddess, a central Wiccan liturgical text spoken in the voice of the Goddess, which draws on earlier material adapted from Charles Godfrey Leland and Aleister Crowley and which Valiente reworked into the form recited in covens across the tradition today.

Valiente bequeathed her papers and collection to Belham-Payne on her death in 1999, and the foundation he established twelve years later now holds them intact rather than sold or dispersed. The 1957 wording of the Charge remains in copyright, held by the foundation on Valiente's behalf, so the atlas records its history and authorship without reproducing that wording itself, describing the liturgy's origin and influence rather than quoting the text the foundation protects.

The Doreen Valiente Foundation is registered as a charity in England and Wales, charity number 1178528, and is governed by a board of trustees whose stated purpose is to preserve Valiente's collection intact and to support education and research into her life and work, rather than see it sold or dispersed piece by piece. John Belham-Payne, who established the foundation in 2011 and had been Valiente's own friend and literary executor, led it from its founding through the years spent cataloguing and securing her papers and magical collection.

Belham-Payne died suddenly in 2016, shortly before the foundation's first public exhibition of Valiente's collection, a loss that fell just as the archive he had spent five years assembling was about to reach a public audience for the first time. The foundation continued under its board of trustees after his death, carrying forward the same preservation and education mission he had set it up to pursue, its standing as a registered charity giving that continuation an institutional footing independent of any one individual's own involvement. That structure, a charity governed by a board rather than by one private collector, is itself part of what let the foundation keep Valiente's papers and magical collection together and accessible to researchers after the man who first gathered them was no longer there to do it.
