Auxiliary Board members are appointed by the Continental Counsellor for their region to assist in protecting and propagating the Baha'i Faith at the national and local level. They serve on one of two boards, for Protection, concerned with the community's internal cohesion and defense against opposition, or for Propagation, concerned with teaching and expansion, and each may in turn appoint assistants to help with a particular area of work. Like the Counsellors and Hands of the Cause above them, Auxiliary Board members hold no administrative authority over Local or National Spiritual Assemblies; their role is advisory and encouraging rather than governing.

Two Boards, Two Concerns
Auxiliary Board members are appointed by the Continental Counsellor for their region and work at national and local level. They serve on one of two boards, and the division between them is not administrative convenience but a statement about what a religious community needs.
The Board for Propagation is concerned with teaching and with growth: the expansion of communities, the training of believers, the activities through which the Faith is presented to those outside it. The Board for Protection is concerned with the community's internal cohesion, with its resilience against opposition from outside, and with the handling of internal dissent that the Faith regards as threatening its unity.
Pairing the two is deliberate. A religion that only expands and never attends to its own coherence, or that only defends itself and never grows, is understood in Baha'i writing to be failing in one direction or the other, and the appointed arm carries both concerns in parallel rather than assigning them to the same people.
Members may in turn appoint assistants to help with a particular area of work, which adds a further layer beneath them and pushes the appointed arm down to the level of individual localities. Peter Smith's reference work on the Faith sets out the structure and the sequence in which it was built.
Encouragement Without Authority
Like the Counsellors above them and the Hands of the Cause before them, Auxiliary Board members hold no administrative authority over any Spiritual Assembly. They cannot instruct a Local Assembly, reverse a decision, or take charge of a community's affairs. Their role is advisory and encouraging.
That constraint is easy to state and harder to inhabit, and it is where the Baha'i design is most tested in ordinary practice. A person appointed from above, visiting a community, carrying the standing of the institution that appointed them and speaking about how the work should go, exercises real influence whatever the formal position says. Baha'i literature addressing the appointed arm returns repeatedly to the manner in which its members are to work, which is itself evidence that the boundary requires maintaining rather than merely declaring.
The structural safeguard is that the two arms answer upward along different lines. An Auxiliary Board member is accountable to the Counsellor who appointed them, not to the Assembly they are advising, and an Assembly is accountable to the body that elected it and to the National Assembly above it. Neither can discipline the other. What holds the arrangement together is consultation, which Baha'i teaching treats as a religious practice in its own right rather than a procedural courtesy.
