Hizb 9 continues An-Nisa's family legislation, treating lawful marriage partners, the dower a husband owes his wife as her own property, and repeated warnings against consuming or manipulating orphans' inheritance once they reach the age to manage it themselves. Instruction on resolving disputes between spouses through mediators drawn from each side's family follows, alongside guidance on due process, requiring more than one witness and careful evidence before an accusation stands.

The hizb then turns to obedience, urging believers to obey God, the Messenger and those in rightful authority among them, and to refer disputes back to those two sources rather than settling them by private judgment. It describes hypocrites who outwardly professed the faith while seeking judgment from other authorities entirely, a recurring figure in An-Nisa distinct from the open disbelievers addressed elsewhere in the Quran.

The hizb closes on the duty to emigrate, hijra, away from a place where one's faith cannot be safely practiced, and addresses those who died without managing to leave oppression behind, weighing their circumstance against those who stayed within reach of persecution by choice rather than by necessity.

Opening Juz 5 in the Densest Legal Stretch of An-Nisa

Hizb 9 opens Juz 5, entirely within An-Nisa, so unlike several of the hizb divisions already covered in this account, it crosses no sura boundary at all; the whole of Juz 5's first half stays inside one chapter's legal material. In tarawih recitation it typically opens the fifth night, and its four rub al-hizb quarters mark fairly even progress through marriage law, dispute resolution, and the obedience and hijra material that follows.

Because the surrounding hizb divisions on either side, Hizb 8 before it and Hizb 10 after it, both involve denser legal enumeration than narrative, this stretch of the thirty-juz scheme is often noted by teachers of tafsir as one where a listener benefits especially from following along with a translation or commentary, since the hizb and quarter marks pace the recitation but do nothing to slow it at points of legal complexity.

Huffaz reviewing this hizb by its four quarters typically find the obedience and hijra material in the final quarter the section most often confused with parallel passages elsewhere in An-Nisa, since the sura returns to hypocrisy and communal loyalty as themes more than once across its own length.

Because this hizb stays inside a single sura throughout, it is sometimes used by teachers introducing the sixty-part scheme to new students as the clearer example of how a hizb works before moving on to a case like Hizb 5 or Hizb 8, where the boundary crosses from one sura into the next.
