The Hong Kong Special Administrative Region Government's own official text of the Basic Law, Chapter I, Article 8: "The laws previously in force in Hong Kong, that is, the common law, rules of equity, ordinances, subordinate legislation and customary law shall be maintained, except for any that contravene this Law, and subject to any amendment by the legislature." This is the legal mechanism by which any pre-1997 common law blasphemous libel offense would have been inherited; it does not itself confirm whether that offense remains live, narrowed or abolished.
