A Baha'i World News Service page presenting the text and history of a confidential memorandum on The Baha'i Question, prepared by Iran's Supreme Revolutionary Cultural Council at the request of Ayatollah Ali Khamenei and then President Ayatollah Ali Akbar Hashemi Rafsanjani. Signed on 25 February 1991 by Hujjatu'l Islam Seyyed Mohammad Golpaygani, the memorandum states that the Baha'i community's progress and development shall be blocked, that Baha'is shall be expelled from universities, denied positions of influence and refused employment. It became public in 1993 when a United Nations Special Representative's report to the Commission on Human Rights disclosed it.
