Constitution (Second Amendment) Act, 1974 (Pakistan)

The Constitution (Second Amendment) Act, 1974, is a primary legal document, the actual text of Pakistan's constitutional amendment declaring members of the Ahmadiyya community to be non-Muslim for purposes of Pakistani law, passed by the National Assembly of Pakistan. As primary legislation its authority for facts about what the law says and when it was enacted is direct and unambiguous. What the text itself cannot supply is the surrounding history and consequence, the sustained anti-Ahmadi movement that pressed for the amendment, the subsequent Ordinance XX of 1984 that further restricted Ahmadi religious practice, and the amendment's continuing, deeply contested status as a matter of religious freedom internationally, all of which require separate historical and human-rights sources beyond the statute's own words.
