The German Bishops' Conference's (Deutsche Bischofskonferenz) two-part institutional response to the 2018 MHG Study. On 18 November 2019 its Permanent Council adopted a revised "Order for Dealing with Sexual Abuse of Minors and Vulnerable Adults by Clerics and Other Employees in Church Service" and a new "Rahmenordnung", a framework regulation on prevention, both incorporating the MHG Study's own findings by broadening who is treated as needing protection beyond children to include care-dependent adults; both took effect across every German diocese at the start of 2020. Separately, on 24 November 2020 the Permanent Council decided a reformed procedure for material recognition of victims' suffering (Anerkennung des Leids), effective 1 January 2021: a new seven member Independent Commission for Recognition Payments (Unabhaengige Kommission fuer Anerkennungsleistungen, UKA), whose members are not church employees and act independently, decides payments of up to 50,000 euros per case, more in particular hardship, replacing the 2011 to 2020 procedure that had processed roughly 2,400 applications at an average payment of about 5,000 euros, a tenfold increase in the payment ceiling.
