The Orthodox Church in America's own news report, published 3 September 2008, on the findings its Special Investigating Committee presented that day to a joint session of the Holy Synod of Bishops and the Metropolitan Council. The Committee, created in October 2007 and chaired by Bishop Benjamin of San Francisco and the West, examined past financial mismanagement at the OCA Chancery over 44 interviews, more than 10,000 pages of documents, and more than 4,000 hours of collective work. Its 32-page report confirmed that church leaders had personally squandered millions of dollars or participated in covering up the diversion of funds, and found that a significant source of former chancellor Robert S. Kondratick's apparent power over members of the Holy Synod was his knowledge of their alleged personal moral failings, including chemical addictions and sexual improprieties; both Metropolitans affirmed Kondratick held blackmailable material of a sexual nature about each of them. Kondratick was deposed from the priesthood by the Holy Synod on 31 July 2007, before this report's publication.
