The Progressive National Baptist Convention's own Constitution and By-Laws, whose Article 1, Section 1a requires each member Baptist church, not individual members directly, to contribute at least one percent of its prior year's operating receipts to the Convention as a condition of its churches' representatives being eligible to hold Convention office, alongside Article IV's statement that the Convention holds no ecclesiastical jurisdiction over its member churches' internal affairs.

By-Laws Article 1, Section 1a, states plainly: "Each Baptist Church, admitted to the Convention, shall contribute to the Convention at least 1% of its operating receipts of the previous year.
