The Australian Royal Commission into Institutional Responses to Child Sexual Abuse's own findings report into Case Study 22, examining the response of Yeshiva Bondi (Sydney) and Yeshivah Melbourne, both institutions of the Chabad-Lubavitch movement of Orthodox Judaism, to child sexual abuse allegations. The Commission held a public hearing in Melbourne from 2 to 13 February 2015 and released its findings report in 2017 as part of the wider final report. Of the 4,029 people who disclosed abuse in a religious institution to the Commission across its whole inquiry, 25 named a Jewish institution and 15 specifically named Yeshiva Bondi or Yeshivah Melbourne; all were male, with an average age of 11.3 at first abuse. The Commission examined the institutions' response to allegations against six individuals and found the response of Yeshivah Melbourne's rabbinical leadership, in particular, "wholly inadequate," concluding that the halachic concepts of mesirah (the prohibition on reporting a fellow Jew to secular authorities), moser and loshon hara were allowed to discourage reporting to police even after rabbis publicly stated the concepts did not apply to child abuse.
