Article 203 states the Statute was approved by the Holy Synod on 28 November 2007 and entered into force after publication in Romania's Official Gazette, replacing the prior 1948 Statute. Article 189 states plainly that the expenses of maintaining cult units are covered from "contributiile benevole ale credinciosilor" (the voluntary contributions of the faithful), alongside the units' own income-generating activities and state, local and other institutional budget contributions. Article 190 states clergy and staff salaries are likewise paid from a mix of the cult unit's own budget and state, local and institutional contributions. Article 187(6), specifically on cemetery and funeral services, states plainly "Este interzisa conditionarea oficierii slujbei inmormantarii de plata oricarei taxe fixate de preot sau de Consiliul parohial" (conditioning the officiating of the funeral service on payment of any fee set by the priest or Parish Council is forbidden).
