Report of the Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea

United Nations Human Rights Council, 2014

A report published on 7 February 2014 by a Commission of Inquiry established by the United Nations Human Rights Council in 2013 to investigate systematic, widespread and grave human rights violations in the Democratic People's Republic of Korea. Drawing on public hearings and testimony from more than 320 witnesses and experts, the Commission found that the state's near total denial of the rights to freedom of thought, conscience and religion, including the persecution of Christians and other religious believers, forms part of a wider pattern of violations that amount to crimes against humanity.

1 1
The Report of the Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea, published 7 February 2014 by a Commission of Inquiry the United Nations Human Rights Council established in 2013, the top tier reflecting an official international investigative body's findings drawn from public hearings and testimony from more than 320 witnesses and experts. Its authority rests on that formal investigative process; it is the Commission's own findings and conclusions rather than an independent academic study, though its evidentiary rigor is widely regarded as comparable.
Notes
The United Nations Human Rights Council's own official commission of inquiry, the same reliability class as the OHCHR Xinjiang assessment and the UN Human Rights Council Fact-Finding Mission report on Myanmar already cited elsewhere in the atlas: a primary institutional finding built on direct witness testimony, not independent academic scholarship, and produced without access to North Korean territory, so its findings on internal conditions rest on defector and refugee testimony gathered outside the country rather than on-site verification. 1
