The State Department's 2023 report on Lebanon describes the confessional system built on the 1943 National Pact and reinforced by the 1989 Taif Agreement, under which the cabinet nominates and pays the salaries of the Sunni and Shia muftis and the Druze Sheikh al-Aql, and Muslim and Druze clerical judges draw state salaries and run publicly funded religious colleges, while the government does not nominate Christian patriarchs and pays no Christian clergy salaries.
