An apostolic letter issued motu proprio (on the Pope's own initiative) by Pope Francis on May 9, 2019, establishing global legal procedures for the whole Catholic Church to handle allegations of sexual abuse and, distinctly, to hold bishops and religious superiors themselves accountable when they cover up abuse or fail to act on credible reports. Where the Dallas Charter binds the United States, Vos Estis Lux Mundi is the universal norm it echoes, extending equivalent obligations to every diocese worldwide and adding a specific mechanism for investigating a bishop's own conduct.
