An instrument issued by an executive or an administrative body rather than by a legislature or a crown. That gives it reach without debate, and the instruments gathered here show what that is used for: banning a religious practice, ending a monastic discipline, prohibiting ceremony among a colonised people, and requiring state approval for a reincarnation. Several were reversed later by the same kind of authority that made them, and the entries say when.
