Elijah at Horeb, deliberately set at the same mountain as the Sinai theophany and deliberately reversing it. The Hebrew of the last phrase, qol demamah daqqah, is closer to 'a sound of thin silence' than to a voice; 'still small voice' is the KJV's coinage, kept by the ASV, and it has shaped English religious language more than the Hebrew warrants.

And, behold, Jehovah passed by, and a great and strong wind rent the mountains, and brake in pieces the rocks before Jehovah; but Jehovah was not in the wind: and after the wind an earthquake; but Jehovah was not in the earthquake: and after the earthquake a fire; but Jehovah was not in the fire: and after the fire a still small voice. 1
