The official Gujarat state government commission of inquiry into the September 1969 Ahmedabad riots, chaired by Justice P. Jaganmohan Reddy, was appointed to investigate the causes and conduct of the violence. The commission documented widespread police failure and, in places, complicity in the killings, and found that rumors and propaganda circulated by Hindu nationalist organizations helped organize and direct violence against the city's Muslim minority; it recorded a formal death toll while itself noting that an unknown further number of bodies were never retrieved or reported, and it recommended administrative and police reforms.
