A Wesleyan-Holiness Protestant denomination and international charity, founded in 1865 in Whitechapel, East London, by the Methodist evangelists William and Catherine Booth as the Christian Mission, and renamed The Salvation Army in 1878 when it adopted a quasi-military structure of ranks, uniforms and corps under a single General. Its doctrine affirms entire sanctification, a second, definite work of grace following conversion, in the same Wesleyan lineage as the wider Holiness movement. Distinctively among Protestant bodies, Salvationists have not observed corporate water baptism or the Lord's Supper since 1883, holding that grace is received directly by faith rather than through outward rites. From its founding the Army has ordained women as officers on equal terms with men, a position Catherine Booth argued for in print before the movement itself existed. Combining revivalist preaching with organized social relief among the urban poor, it has grown into a worldwide church and charity active in more than 130 countries.

The Salvation Army's own official page on the LGBTQ community states that any person who seeks its help "will receive assistance based on their need," that its programs and services are provided without unlawful discrimination or harassment based on sexual orientation or gender identity, that its hiring practices are open to all, and that it extends the same benefits to same-sex and opposite-sex couples. Independent reporting by The Advocate in 2017 found this coexists with continued doctrinal restriction: ordained officers, its quasi-military clergy, are still expected to marry a member of the opposite sex or remain celibate, and the organization signed an open letter opposing marriage-equality legislation on religious-freedom grounds in 2012. A named spokesman, Lt. Col. Ron Busroe, stated the organization applies no litmus test against LGBT job applicants, does not require an aid recipient to renounce an LGBT identity, and no longer lobbies against marriage-equality laws, describing the organization's posture as having evolved over recent decades without naming a single date for the shift. 5

Every Salvation Army soldier formally commits to the Soldier's Covenant, also called the Articles of War, promising to be "actively involved, as I am able, in the life, work, worship and witness of the corps, giving as large a proportion of my income as possible to support its ministries and the worldwide work of the Army." The covenant names no percentage and no minimum, asking instead for a maximal proportional commitment qualified by personal ability, with no stated consequence for a member who gives less. Alongside ordinary giving, the Army's annual Self-Denial Appeal, dating to 1886 when General William Booth called Salvationists to give sacrificially, invites some members to set aside as much as a week's salary; the appeal itself is framed as a personal calling rather than an obligation, "not out of duty, but from a deep love for others and for God's Kingdom." Both the covenant's proportional language and the appeal's voluntary framing describe the same shape: a real, named, institutionally documented giving practice carrying no fixed rate and no formal consequence for a member who falls short. 9 10

Rank, Doctrine and a Church Without Sacraments

The Salvation Army organizes itself as a single worldwide church under one General at International Headquarters in London, a structure the Army calls centralised rather than congregational or synodal. Members are enrolled as soldiers under the Army's own flag and a personal declaration called the Articles of War, and its clergy, called officers, are ordained into a graded rank structure borrowed openly from military usage, wearing uniforms and holding titles from Lieutenant up through Commissioner and General. William Booth adopted this military language and structure in 1878, renaming what had been the Christian Mission since 1865, and the Army has kept it ever since as the outward form of what it calls organized spiritual warfare against sin and social need.

The Army's theology sits inside the Wesleyan-Holiness family: its eleventh doctrine affirms entire sanctification, a definite second work of grace following conversion, tracing directly to the Methodist New Connexion in which Booth was ordained before he resigned to preach independently in 1861. Its sharpest departure from most other Christian bodies, including its own Methodist and Holiness relatives, is that Salvationists have held no corporate water baptism or Lord's Supper since 1883, on the conviction that grace comes directly by faith and needs no outward rite to carry it; enrollment as a soldier functions in practice as the Army's public profession of faith instead. Women have been ordained as officers on equal terms with men since the Army's founding, a position Catherine Booth had argued for in print years before the movement existed, making the Army an early rather than a late adopter of women's ordination among Protestant bodies.

The War Cry, From a Whitechapel Press to 130 Countries

The Salvation Army launched its own newspaper, The War Cry, as a weekly halfpenny broadsheet from a small printing works in Whitechapel on 27 December 1879, thirteen months after the Christian Mission had renamed itself the Army. From the start it was as much a tool of the movement's public identity as a report of it: illustrated from the early 1880s, sold on street corners by uniformed Salvationists rather than distributed through ordinary newsagents, and written in the same vivid, sensational idiom the Army used in its open-air preaching and brass bands to compete for attention in the industrial city's crowded religious and commercial marketplace.

The paper crossed the Atlantic with the movement itself: an American edition began in 1881, the year after the Army's first landing in the United States, where local newspapers had already taken to calling its bands and female preachers vulgar and sensationalist, a reputation The War Cry did not try to soften. Between 1920 and 1970 the Army's individual American territories each published their own version of it, and today variant editions of The War Cry appear in more than 130 countries, still sold hand to hand rather than only subscribed to, still funding the Army's social relief work directly through its own sales rather than through a separate collection. In the United Kingdom and Ireland alone it remains, in the twenty-first century, a fixture on high streets, still recognizably descended from the four-page broadsheet a small Whitechapel press turned out in 1879.
